If you want to test the 60FPS mark of the game, simply lock the Frame rates and test. For us, it was fetching 60+ FPS when frame rates were not capped and mostly 60FPS locked when they were capped. The only time it was dropping below the 60FPS mark, is during intense Graphics ability usage by multiple characters at the same time.

Having that said, the above tweaks in settings should be enough to get you decent FPS and run the game smoothly. If you further want to increase performance, lower the Post-processing to High and Texture Filtering quality to High.
