  3. Another method to disable motion blur :

    – open this file :
    %LocalAppData%\SwGame\Saved\Config\WindowsNoEditor\GameUserSettings.ini

    – replace this line (change True by False) :
    CustomSettingsBool=(Data=False,SettingName=”bIsMotionBlurEnabled”,bIsCodeType=False)

    – add at the bottom theses lines :
    [SystemSettings]
    r.MotionBlur.Max=0
    r.MotionBlurQuality=0
    r.DefaultFeature.MotionBlur=0
