I will mention that the game is kind of heavy both for the Graphics Card as well as the CPU. But the mentioned best PC graphics settings should give you enough juice to fetch decent FPS and Visual Quality from the game.

I aimed to test the game for 900p @60FPS. The Resolution used was 1600×900. For the most graphically intense parts, the Framerates dropped to 51-53FPS. Other than that It maintained the standard 60FPS and was above the mark.
System Specs Used
CPU used AMD Ryzen 5 3600. The Graphics Card used was an Entry-level GTX 1050 TI OC with 4GB worth of Memory. RAM Memory used was 16GB with a base frequency of 3000MHz.
I always use the latest OS for the games so a 64-Bit Windows 10 was used here. The storage I used was an SSD with 500GB worth of space and a 2200-speed amp.
Results and Conclusion
As I mentioned earlier, I managed to maintain 60FPS with decent visuals at the above settings. If you demand more out of the system there are certain things you can do to achieve that.
The first one would be to lower the graphics to medium-low. Then you can lower the render resolution from 65-75%. this will make the game look somewhat blurry, but if Framerates is all you need then this will do the job.
My personal preference to play a single-player game like Chernobylite would be to sacrifice some Frames for better visuals. As long as it is meeting your minimum FPS demands, try to run the game at the medium-high settings.
You can turn on AMD FSR 1.0 as well but the implementation in this game is flawed. It looks very dull once turned on, so do it at your discretion.
